Landmark Nominations for the Lawrence Register of Historic Places

 

Background

In accordance with Chapter 22, The Conservation of Historic Resources Code, the Historic Resources Commission (HRC) held public hearings for 643 Indiana Street, 2301 Massachusetts Street, 402 North 2nd Street, 839 Vermont Street, 745 Vermont Street, 1605 Oak Hill Avenue, and 901 West 5th Street.  After a consideration of the nomination material and public comment, the HRC determined that the properties met the criteria identified in 22-403. The HRC adopted resolutions recommending designation of properties as Landmarks on the Lawrence Register of Historic Places and directed staff to draft the necessary reports to the City Commission.

 

Landmark Process

Chapter 22 requires the City Commission to consider the application of a landmark nomination at a public hearing.  The public hearing may be during a regularly scheduled meeting.  The City Commission may approve an ordinance designating a nominated structure as a landmark in accordance with the findings of the HRC.

 

If the City Commission denies the nomination, subsequent nomination attempts shall not occur within three years, or without a change of ownership of the property, whichever occurs first.

 

Parks and Recreation Advisory Board

Historic Resources staff presented the landmark nominations to the Parks and Recreation Advisory Board for the following properties maintained by Parks and Recreation: Union Pacific Depot, Carnegie Building, Oak Hill Cemetery, and Clinton Park. The board recognized the historic importance of the properties and was supportive of the nominations, but did not send a letter of support due to the concerns presented by Parks and Recreation staff about the associated costs of maintaining historic properties. The board agreed with Parks and Recreation staff that additional funding is needed to maintain historic properties.

 

Staff Recommendation

Conduct a public hearing and consider the recommendations from the Historic Resources Commission to designate as landmarks on the Lawrence Register of Historic Places:

Conduct public hearing. Adopt on first reading, Ordinance No. 9226, Ordinance No. 9227, Ordinance No. 9228, Ordinance No. 9229, Ordinance No. 9230, Ordinance No. 9231, and Ordinance 9232 for landmark designations of 643 Indiana Street, 2301 Massachusetts Street, 402 North 2nd Street, 839 Vermont Street, 745 Vermont Street, 1605 Oak Hill Avenue, and 901 West 5th Street to the Lawrence Register of Historic Places, if appropriate.
