Authorize the City Manager to execute the Memorandum of Agreement with the University of Kansas for University participation in the construction cost of 19th Street Utilities Relocation project UT1518.

 

Background

The University of Kansas (KU) Central District Plan proposes significant improvements to the integrated science facilities and student housing. The improvements are underway and are expected to be completed in 2018. The proposed improvements will be located north of 19th Street between Naismith Drive and Iowa Street and will primarily access 19th Street. Due to the scope of the project and the City’s plans to make improvements to 19th Street, the City executed an Engineering Services Agreement (ESA) with Professional Engineering Consultants (PEC) to develop plans for 19th Street from Naismith Drive to Iowa Street to coordinate with KU’s Central District Plan.

 

Through a supplemental agreement to the ESA, the City of Lawrence Utilities Department has contracted with PEC for design phase engineering services for the required utility replacement and relocation on 19th Street from Iowa Street to Alabama Street.

 

Project Description

The utilities relocation project will replace waterline on 19th Street from Iowa Street to Alabama Street. The existing waterline is mostly 6-inch and 8-inch cast iron or transite pipe from the late 1940’s to mid-1950’s that will be replaced with new 8-inch and 12-inch PVC waterlines.

 

City staff requested that the University participate in funding the portion of the 19th Street waterline improvements from Stewart Avenue to Naismith Drive, as shown on the attached map. The new waterline will provide water service to the new KU residence hall and dining facility north of 19th Street. Through discussion with City staff, it was determined that the appropriate portion of the project for the University to participate in would be 50% of the total construction costs for the project, up to a maximum of $225,000. At this time, the estimated construction cost is $450,000.00.

 

City staff prepared the attached Memorandum of Agreement for review and execution by the City and KU. City and University legal staffs have reviewed the agreement. City staff will provide the University with documentation showing the estimated construction costs during the design process, as well as the construction costs during the construction process. The City will publicly bid the project to receive competitive pricing for the work in accordance with adopted purchasing policy. 

 

The proposed improvements to 19th Street will also require replacement and/or relocation of portions of the existing 10-inch and 12-inch clay sanitary sewer from Naismith Drive to Stewart Avenue. These improvements are not included in the MOA.

 

Project History

On October 27, 2015, the City Commission authorized the Mayor to execute an Engineering Services Agreement with Professional Engineering Consultants for completion of Field Check Plans for 19th Street from Naismith Drive to Iowa Street in an amount of $166,000 that will equally be split $83,000/each between the City and KU.

 

On December 8, 2015, the City Commission authorized the Interim City Manager to execute a Supplemental Agreement to the Engineering Services Agreement with PEC for the 19th Street Utilities Relocation Project UT1518.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per Resolution No. 7107.

 

Action

Authorize the City Manager to execute the Memorandum of Agreement with the University of Kansas for University participation in the construction cost of 19th Street Utilities Relocation project UT1518.
