RE:	Award Bid No. B1606 and authorize the City Manager to execute the construction contract for Harvard Road, Crestline Drive to Wellington Road Waterline Replacement, Project UT1515.

Background

The Harvard Road, Crestline Drive to Wellington Road Waterline Replacement Project was evaluated as part of the 2016-2017 Watermain Rehabilitation Program Basis of Design Report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. Harvard Road from Crestline Drive to Wellington Road was identified as a top priority to be completed in the summer of 2016 due to a Public Works road maintenance project scheduled for 2016 and the proximity of the waterline to West Middle School.

Project Description

The Harvard Road, Crestline Drive to Wellington Road Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 2,100 linear feet of 8” cast iron from 1962 with 8” PVC waterline. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Harvard Road from Crestline Drive to Wellington Road. The project is scheduled to be completed by August 1, 2016. 

Project Details

On March 1, 2016, the Commission set a bid date of March 22, 2016 for the project.  Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on March 2, 2016. Bids were opened on March 22, 2016 and the bids were read publicly aloud as follows:

Banks Construction LLC	$372,680.00
Westland Construction, Inc.	$392,505.00
Schuetz Construction LLC	$411,233.00
Engineer’s Estimate	$420,445.00

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Nowak Construction Co., Inc. The bid supplied by Westland Construction contained an error in the project total that increased the bid from $392,505.00 to $392,705.00. The correction does not change the overall bid order. Per the attached letter and bid tabulation, Professional Engineering Consultants recommended awarding the bid to Nowak Construction Co., Inc.

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per Resolution No. 7107.

Action

Award Bid No. B1606 to Nowak Construction Co., Inc. and authorize the City Manager to execute the construction contract in the amount of $325,140.00 for Harvard Road, Crestline Drive to Wellington Road Waterline Replacement, Project UT1515.
