Background
The City of Lawrence Utilities Department has contracted Professional Engineering Consultants, Inc. (PEC) for design phase engineering services for the replacement of the 1930 8” cast iron waterline on Sunnyside Drive from Louisiana Street to Sunflower Road.
Project Description
The Sunnyside Avenue Waterline Replacement Project, as shown on the attached exhibit, includes the replacement of approximately 900 linear feet of 1930 8” cast iron waterline with 12” PVC waterline from Louisiana Street to Sunflower Road, and the abandonment of a 1930 6” cast iron waterline along Louisiana from Sunnyside Ave. to 17th Street. As part of this project, the redundant waterline for the KU Power Plant will be replaced. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Sunnyside Avenue from Louisiana Street to Sunflower Road. The project is scheduled to be completed by November 27, 2016.
Project Details
Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday March 30, 2016.
Utilities Staff met with representatives from the University of Kansas to receive input during the design process and the construction has been phased to accommodate the University’s schedule.
Traffic Impacts
The waterline replacement will require traffic control on Sunnyside Avenue with the road closed to thru traffic. Local traffic on Sunflower Road will be maintained during construction. Traffic impacts along the section of Sunflower Road that is adjacent to the KU Powerplant will be minimal during construction. Along Louisiana Street, from Sunnyside Avenue to 17th Street, there will be temporary traffic restrictions in order to abandon a section of 6” 1930 cast iron waterline. There will also be temporary traffic and sidewalk restrictions at various locations along the length of the project to accommodate construction equipment and ensure a safe working environment for the contractor and the public. Traffic will open to the public no later than August 1st to accommodate KU’s schedule.
During the final phase of the construction, Sunflower Avenue will be partially closed to maintain KU Powerplant traffic from November 23rd – November 27th during the tie-in of the new waterline to the KU Powerplant 16” waterline. Per the request of University staff, this phase of the work will take place during the University’s scheduled Thanksgiving break, due to the fact that it will require the temporary shutdown of the KU Powerplant.
Project Funding
The project will be funded from the Department of Utilities bonded construction fund per Resolution 7107. Per the Memorandum of Agreement that was signed by City and University of Kansas staff, the University will be participating in 50% of the construction costs for the project, not to exceed a total construction cost of $350,000.
