RE:

Request purchase of de-icing salt for snow operations

Project Scope

In a normal winter the City of Lawrence requires the use of approximately 5,000 to 6,000 tons of salt. The milder than normal 2015 – 2016 winter resulted in 3000 tons of salt used for Street Division and Park and Recreation operations. The current supplier, Central Salt, has agreed to extend our 2015 contract pricing of $50.77 per ton to replenish the salt material stockpile.

The bulk salt stockpile location is in the existing bulk warehouse located at VenturePark and located within the footprint of the proposed Menards development. With the development of the property, the salt stockpile will need to be relocated.  Current plans are to move the stockpile to the former bag warehouse located off of 15th Street on the north end of the VenturePark property. This structure will require building a temporary bunker to contain the salt inside of the building using interlocking precast concrete blocks. The size of the bunker needed will require 700 blocks at a unit price of $50.00 per block.

Project Funding

The 2016 approved budget provides $130,000 from the general fund salt materials line item.  The additional funding needed to cover the budget shortfall is $22,310 and will come from the general fund line item for snow removal.

Funding for the bunker materials will also come from the general fund line item for snow removal for $35,000.
