Execute an agreement and approve a permit for the Intersection Repair Community Mural Project at 10th Street and New Jersey

 

Background

In the spring of 2015, Alicia Kelly, Katy Clagett and The Percolator submitted and received a community arts grant from the Lawrence Cultural Arts Commission to implement and oversee a community “intersection repair” art project that includes working with community volunteers to paint an originally designed mural directly on the intersection of 10th Street and New Jersey Street during the spring of 2016. 

 

Project Description

“Intersection Repair” is a community driven transformation of a street intersection into a safer, more beautiful public space. In 1996, the Portland, Oregon organization called City Repair started working with neighborhoods and volunteers to design and paint unique murals directly onto residential intersections within a neighborhood. These engaging collaborative artworks are intended to create a sense of identity among neighbors while helping to calm traffic, promote local culture, and serve as a central gathering space for a community.

 

Alicia Kelly, Katy Clagett and Jacob Brewer have designed and stewarded this community-engaging project and have worked closely with Public Works to assure all of the proper approvals and permissions have been obtained to implement the application of the painted mural on the intersection on Saturday, April 23, 2016 (rain date is April 30).  – See the final mural design, page 3

 

The project artist team has conducted due diligence in informing the appropriate individuals and organizations about the project and securing approvals where necessary including:

·         New York School approval – February, 2015

·         ELNA approval - March, 2015

·         LCAC Community Arts Grant/approval - May, 2015 - $1,500

·         Informed and gained support from adjacent property owners – ongoing

o   Note: Public works will mail notifications to alert LAN and ELNA about the Temporary Right of Use Street Closure permit

·         Received HRC staff approval – March, 2015

 

Staff Recommendation

Authorize the City Manager to enter into an Agreement with Alicia Kelly and Katy Clagett to implement this project on April 23 (or April 30), 2016 and approve the related Public Works permit.

 

Action

If appropriate, authorize the City Manager to enter into an agreement with the project group to install a mural in the intersection of 1th & New Jersey Streets.

 

Authorize the city to issue a temporary use of right of way for the intersection to be closed on April 23, 2016 (April 30, 2016 rain date) for the purpose of installing the mural.
