Monthly Meeting, February 10, 2016

Members present:  Chair: Katherine Simmons, Kate Dinneen, Joshua Falleaf, Jerry Johnson,         Michel Loomis, Mike Maude, Sean Reardon, Richard Renner, Kristina Walker

 

Members absent:    Patrick Kelly, John Hachmeister

 

Also present:          Porter Arneill, Director of Arts and Culture

 

MINUTES

 

Chair Katherine Simmons called the meeting to order at 7:01 p.m. in the Lawrence City Council Chambers at Lawrence City Hall, 6 E. 6th Street.

 

Action Items:

·         The January 10, 2016 Annual Retreat minutes were accepted as presented with changes.

 

·         Mike Maude made the following motion, which was seconded by Sean Reardon and approved unanimously by the LCAC members present:

 

New Business:

1.      Committee Updates, General discussion about current committee placements and combined committees. Jerry Johnson is added to the Final Fridays committee, Richard Renner is added to the Executive committee, Sean Reardon is added to Grants and Awards. Further discussion about designating chairs for each committee with the following results: Michel Loomis – chair of Grants and Awards, Sean Reardon – Co chair of Grants and Awards, Kate Dinneen – Final Fridays chair, Patrick Kelly- chair of Cultural Arts Development, Katherine Simmons – chair of Cultural Plan

 

2.      Transient Guest tax Grant Program, Katherine Simmons volunteers to be the LCAC representative on the TGT Grant Program Advisory Board, Michel Loomis moves to accept her as the representative, Sean Reardon seconds, motion passes unanimously.

 

 

Old Business:

1.   Mural Policy  – Update: Katherine and Porter met recently with Barry Walthall from Development Services to merge city sign code and mural code. There was discussion on the possibility of LCAC being the approving body for all murals.  Barry, Katherine and Porter will work on determining feasibility and implementation.  Discussion followed about procedures and approval process, liability and appeal process. Katherine Simmons moved to accept the change to recommend that LCAC be the approving body for murals, second by Mike Maude, motion passes unanimously.

 

2.   East 9th : Update: Porter Arneill presented a report on recent briefings and meetings with city and community groups. Porter further presented the list of future meetings with community groups to present the East 9th plan as it stands so far.  These include meeting with the interim City Manager, East Lawrence Neighborhood Assoc., Downtown Lawrence, Inc. Discussion followed on the perception of public about the plan, the possibility that it will not go through and the ongoing process for approval.

 

·         3.   Cultural Plan: – Update: Porter Arneill presented reports on a recent working session with Callahan Creek and upcoming one on the 18th of February. Discussion followed with these relevant points: The new City Manager’s understanding of the Cultural Plan, the top priorities for the LCAC under the Cultural Plan.  Kate Dinneen clarified that she is also on the Cultural Plan subcommittee.

 

4.   Arts and Economic Prosperity 5: Update: Porter Arneill reports that Lawrence must gather at least 800 audience intercept surveys by the end of this year. Pdf form of the survey are available online and Richard Renner is working on an interactive version that can be emailed. Discussion followed regarding the process for collecting surveys, enlisting community groups for volunteering, an FAQ document, return email and signage for event survey booth.

 

5.   Intersection repair project: Update: Design presented to commissioners, Discussion on maintenance and safety
