Project Description
The intersection of 6th & Champion Lane in northwest Lawrence has been identified for signal improvements prior to an increase in development in the area (see attached map). Under existing conditions a traffic signal is already warranted at this location. The commercial area on the south side of the intersection is already developed. The north side of the intersection is currently partially undeveloped. Sprouts Grocery store is located on the northwest corner of the intersection and more development will occur on the north side of 6th Street further increasing the need for a traffic signal at the 6th & Champion Lane intersection.
The scope of the project is only for traffic signal improvements as well as sidewalk improvements at the intersection to accommodate pedestrians who wish to cross 6th Street. Crosswalk pavement markings will be installed on 6th Street for north/south pedestrian traffic.

On March 8, 2016 the City of Lawrence opened proposals for the following (see bid documents):

Project Funding
The low bid was $346,846.00. The city had budgeted $400,000 for the project funded $150,000 from a benefit district and KDOT reimbursing $250,000 for construction costs.

Action Request
Award bid from J. Warren Company, Inc. for project PW1507, 6th & Champion Traffic Signal Improvements in the amount of $346,846.00 provided the contractor can meet the terms established in the contract documents.
