Sole Source Purchase for 15-Year Large Meter Replacement Program |
Background
The 15-Year Large Water Meter Replacement Program provides for replacement of all one and one-half (1 ½) inch and larger-sized meters that are 15 years or older. Department staff performs the replacement work. The Program is based on American Water Works Association standards and manufacturing recommendations for water measurement reliability. Replacement meters are Badger brand for meter consistency and compatibility with installed radio heads. Midwest Meters is the sole source provider for Badger meters in our area. Meters generally require an eight-week lead time from order to delivery.
Project Description
Staff has identified the following meters for replacement in 2016. The total cost of replacement meters is $20,471 (including freight) based on a recent quote from Midwest Meter, as detailed below.

Staff Recommendation
Staff recommends purchase of identified meters from sole source vendor Midwest Meter for 2016 replacement activities pursuant to the 15-Year Large Water Meter Replacement Program.
Funding
Funding for this purchase is from the 2016 Utilities Operations and Maintenance Budget.
Action
Authorize the sole source purchase of identified meters in the total amount of $20,471 from Midwest Meter for replacement activities in 2016 pursuant to the 15-Year Large Water Meter Replacement Program.
