Bike Share Feasibility Study Consultant Agreement

 

Background

In 2015, the Lawrence-Douglas County Metropolitan Planning Organization (L-DC MPO) received $40,000 Consolidated Planning Grant (CPG) funding from KDOT to perform a Bike Share Feasibility Study. The study will explore the feasibility and the market demand for a bike share system in Lawrence. This analysis will explore the appropriate service areas, opportunities to integrate with transit services, select a business model, identify an operator or host agency and identify funding opportunities for implementation. This project will develop a feasible plan and implementation strategy for a Bike Share program that increases access to bicycles for transportation, promotes healthy living, increases bicycling visibility, reduces our community’s carbon footprint and improves access to transit.

 

Project Description

As a result of that grant, the L-DC MPO proposes to enter into a Professional Services Agreement with Toole Design Group, a company that has proficiency performing Bike Share Feasibility Studies, for a fee not to exceed $50,000. Approximately $40,000 of that $50,000 will be funded by the consolidated planning grant funding. The remaining $10,000 will be funded by local money that was accounted for in the 2016 Planning & Development Services budget. The Bike Share Feasibility Study must be completed by December 31, 2016.

 

Action

Authorize the Interim City Manager to execute a Professional Services Agreement with Toole Design Group to conduct a Bike Share Feasibility Study.
