Background
The Harvard Road, Crestline Drive to Wellington Road Waterline Replacement Project was evaluated as part of the 2016-2017 Watermain Rehabilitation Program Basis of Design Report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. Harvard Road from Crestline Drive to Wellington Road was identified as a top priority to be completed in the summer of 2016 due to a Public Works road maintenance project scheduled for 2016 and the proximity of the waterline to West Middle School.
Project Description
The Harvard Road, Crestline Drive to Wellington Road Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 2,100 linear feet of 8” cast iron from 1962 with 8” PVC waterline. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Harvard Road from Crestline Drive to Wellington Road. The project is scheduled to be completed by August 1, 2016.
Project Details
Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday March 2, 2016.
Utilities staff met with the school district and representatives from West Middle School to receive input during the design process and the construction has been phased to accommodate the school schedule. A public meeting will be held with affected residents prior to the start of construction to address any concerns related to the project. Utilities staff will make every reasonable accommodation to minimize construction impacts on the school and the neighborhood.
Traffic Impacts
Local traffic on Harvard Road will be maintained at all times. The waterline replacement will require traffic control on Harvard Road with the road closed to through traffic. Traffic impacts along the section of Harvard Road that is adjacent to West Middle School will be minimal until after school is out for the summer. There will be temporary traffic restrictions at various locations along the length of the project to accommodate construction equipment and ensure a safe working environment for the contractor and the public.
During separate periods after school is out for the summer, Wellington Road and Harvard Road will be closed at the location of the waterline crossings to complete the tie in to the existing watermain. During these periods, a traffic detour will be in place and residents will maintain access to their property.
Project Funding
The project will be funded from the Department of Utilities bonded construction fund per Resolution No. 7107.
