Transit Comprehensive Operations Analysis Consultant Agreement

 

Background

In 2015, the Lawrence-Douglas County Metropolitan Planning Organization (L-DC MPO) received $150,000 Consolidated Planning Grant (CPG) funding from the Kansas Department of Transportation (KDOT) to perform Transit Comprehensive Operations Analysis (COA). A Transit COA is an in-depth study to provide detailed review of the existing transit system to enhance service quality for existing and new customers, and increase the value of the system for the community it serves. The study will include extensive data collection and analysis that will paint a picture of commuting patterns, latent demand, financial planning needs, operational deficiencies, how best to close those deficiencies given existing resources, and explore the feasibility of fare free.

 

Using data collected in this analysis, the COA will present recommendations with the aim of increasing ridership and productivity throughout the service area, more efficient utilization of limited financial resources, and generally improving connectivity both within and between adjacent service areas. 

 

Project Description

As a result of that grant, the L-DC MPO proposes to enter into a Professional Services Agreement with Nelson/Nygaard, a company that has proficiency performing Transit Comprehensive Operations Analysis, for a fee not to exceed $200,000. Approximately $150,000 of that $200,000 will be funded by the consolidated planning grant funding. The remaining $50,000 will be funded by local money that was accounted for in the 2016 Transit budget. The Transit COA must be completed by December 31, 2016.

 

Action

Authorize the Interim City Manager to execute a Professional Services Agreement with Nelson/Nygaard to conduct a Transit COA.
