RE:	February 16, 2016 Agenda Item – Award Bid No. B1600 and authorize the Interim City Manager to execute the construction contract for Iowa Street, 25^th to 27^th Waterline Replacement Project UT1511.

Background

The Iowa Street, 25^th to 27^th Street waterline replacement project was evaluated as part of the 2016-2017 Watermain Rehabilitation Program Basis of Design Report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. Iowa Street from 25^th Street to 27^th Street was identified as the highest overall priority due to a Public Works project scheduled for 2016. As a KLINK eligible roadway, Iowa Street will be milled and overlaid with new asphalt from 24^th to 29^th Streets.

Project Description

The Iowa Street, 25^th to 27^th Street Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 2,000 linear feet of 8” cast iron from 1967 with 12” PVC waterline. The project includes three waterline crossings of Iowa Street that will be located in casing pipes. The 8” cast iron waterline from 1967 that is located near the east curb line of Iowa Street will be abandoned between 27^th and 31^st Street. The project will be completed within 90 calendar days from the date of the Notice to Proceed, per the contract documents.

Project Details

On January 19, 2016, the City Commission set a bid date of February 9, 2016 and approved the Traffic Control Plan for the project.  Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on January 20, 2016. Bids were opened on February 9, 2016 and the bids listed below read publicly aloud:

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Westland Construction, Inc. The total bid supplied by Banks Construction LLC contained an error, which increased their total bid from $526,655.00 to $528,405.00. The correction moves Banks Construction LLC to fourth in the tabulation behind Stark Boring Co., Inc. Per the attached letter and bid tabulation, Professional Engineering Consultants recommended awarding the bid to Westland Construction, Inc.

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per Resolution No. 7107.

Action

Award Bid No. B1600 to Westland Construction, Inc. and authorize the Interim City Manager to execute the construction contract in the amount of $482,570.00 for Iowa Street, 25^th to 27^th Waterline Replacement Project UT1511.
