RE:

Authorize Purchase Orders to Hick’s Classic Concrete for Concrete Work Related to Watermain Repair and Replacement

Background

The repair and replacement of watermains includes concrete work to repair curbs, driveways, sidewalks, and streets that are removed or damaged during these watermain activities. The original vendor was Elite Construction Services pursuant to Parks & Recreation Bid No. B1204, as awarded by the City Commission on February 4, 2012. The bid award was subsequently modified with Commission approval on June 17, 2014 to replace Elite with Hick’s Classic Concrete. Bid No. B1204 is renewable for up to four additional years, with the fourth and final extension in effect through 2016.

Project Description

On January 14, 2014, City Commission approved staff’s request to issue blanket purchase orders for $50,000 from each of the annual Operations and Maintenance Budget and capital fund budget, with the option to increase each by $50,000 as needed, pursuant to Bid No. B1204.  This has afforded efficiencies for ongoing watermain repair and replacement activities across citywide watermain infrastructure in lieu of multiple purchase orders and project exemption certificates limited to a repair location.

Staff Recommendation

For continued efficiencies, staff requests approval to continue issuance of two blanket purchase orders for $50,000 each to Hick’s Classic Concrete, with the option to increase each by an additional $50,000 as needed, pursuant to Bid No. B1204.

Funding

Funding will be from the Utilities Operations and Maintenance Budget and capital fund budget for watermain repair and replacement.
