Set a Bid Date and Accept the Traffic Control Plan for Bid No. B1600 – Iowa Street, 25th to 27th Waterline Replacement Project UT1511.

 

Background

The Iowa Street, 25th to 27th Street waterline replacement project was evaluated as part of the 2016-2017 Watermain Rehabilitation Program Basis of Design Report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. Iowa Street from 25th Street to 27th Street was identified as the highest overall priority due to a Public Works project scheduled for 2016. As a KLINK eligible roadway, Iowa St will be milled and overlaid with new asphalt from 24th to 29th Streets.

 

Project Description

The Iowa Street, 25th to 27th Street Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 2,200 linear feet of 8” cast iron from 1967 with 12” PVC waterline. The project includes three waterline crossings of Iowa Street that will be located in casing pipes. The 8” cast iron waterline from 1967 that is located near the east curb line of Iowa Street will be abandoned between 27th and 31st Street. The project will be completed within 90 calendar days from the date of the Notice to Proceed, per the contract documents.

 

Project Details

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday January 20, 2016.

 

Business owners that will be impacted by the construction will be notified during project advertisement prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to minimize construction impacts on the businesses and surrounding neighborhood.

 

Traffic Impacts

During construction of the waterline, northbound Iowa Street from 25th to 27th Street will be reduced to one lane. Access to and from the commercial businesses on the east side of Iowa Street will remain open. Access to and from 25th, 26th, and 27th Streets will remain open except for one brief shutdown of eastbound 27th Street east of Iowa Street. During this brief shutdown, a detour will be required as shown in the traffic control plans.

 

During abandonment of the waterline from 27th to 31st Street, portions of northbound Iowa Street from 27th to 31st Street will be reduced to one lane to remove valves and cap the abandoned waterline. During abandonment of the waterline in the intersection of Iowa Street and 31st Street, a brief closure of the eastbound 31st Street left turn lanes onto northbound Iowa Street and eastbound 31st Street right turn lane onto southbound Iowa Street will be required. These closures will be phased so the lanes will not be closed concurrently.

 

In order to minimize inconvenience to the neighborhood, surrounding businesses, and the general public, the following steps have or will be taken:

 

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per Resolution 7107.
