Tobacco-Free Parks Policy

 

Background

Since 1946, the Lawrence Parks and Recreation Department has continued to carry out the mission of enhancing the quality of life of the Lawrence community. LPRD recognizes that tobacco use is unhealthy and detrimental to the health of users and those around them.  Through our recreation programs, instructors and coaches, we have a unique opportunity to create and foster an environment that discourages tobacco use and promotes a positive modelling for youth.  We can also sustain a healthier environment by reducing tobacco waste pollution which is toxic to children, pets and wildlife.

 

In an effort to expand the benefits of healthy living, a Tobacco-Free Parks policy has been developed to discourage the use of tobacco and smoking delivery devices on LPRD operated, programmed and leased lands.  Examples of the properties include, but are not limited to, parks, playgrounds, hiking and biking trails, athletic fields, pools, spectator areas and recreational facilities. 

 

Parks and Recreation Advisory Board Action

At the Tuesday, Dec. 8, 2015, advisory board meeting, board members studied the proposed policy.  After discussion, the board unanimously (5-0) recommended accepting the policy as presented with implementation by Friday, April 1, 2016. 

 

Implementation Timeline

Staff will immediately begin publicizing the Tobacco-Free Parks Policy through social media, partnerships and media campaigns.  The policy will also be introduced to our sports coaches, officials and volunteer groups.  Staff is currently identifying high-use areas for potential sign placement.  Full implementation is expected on or before April 1, 2016.

 

Action

Direct staff to implement the Tobacco-Free Parks policy by April 1, 2016.
