Background
The City of Lawrence Utilities Department has contracted Professional Engineering Consultants, Inc. (PEC) for design phase engineering services for the replacement of the 1930 8 cast iron waterline on Sunnyside Drive from Louisiana Street to Sunflower Road, as shown on the attached exhibit.
Project Description
The existing waterline on Sunnyside Drive from Louisiana Street to Sunflower Road is an 8 cast iron (1930) waterline. Due to pipe age, material, and reliability, this section of waterline has been identified for replacement. The project will require the construction of a new 12 waterline along Sunflower Drive from Louisiana Street to Sunflower Road. As part of this project, the redundant waterline for the KU Power Plant will be replaced. The primary waterline serving the KU Power Plant is a 16 transite (1950) waterline. The redundant waterline serving the Power Plant was an 8 cast iron (1930) waterline from Jayhawk Boulevard south along the west side of Watson Library, shown on the attached exhibit. During the reconstruction of Jayhawk Boulevard, the 8 redundant waterline was cut and capped from the main due to the street project. The proposed alignment shown in the attached exhibit abandons the existing waterline in the area of Watson Library, replaces the existing 1930 cast iron waterline along Sunnyside Avenue, and provides the KU Power Plant with a redundant water supply.
Sunnyside Drive from Louisiana Street to Sunflower Road is currently under design and is anticipated to begin construction in May of 2016.
Project Details
City staff requested that the University participate in funding the waterline improvements for the KU Power Plant redundant waterline project based on the Universitys need for a redundant waterline, the benefit to the City in reduced operational and maintenance costs, and improvements in service redundancy. Through discussion with City staff, it was determined that the appropriate portion of the project for the University to participate in would be 50% of the total construction costs for the project. At this time, the estimated construction cost is $257,000.00.
City staff prepared the attached Memorandum of Agreement for review and execution by the City and KU. City and University legal staff reviewed the agreement and did not require any revisions to the document. City staff will provide the University with documentation showing the estimated construction costs during the design process, as well as the construction costs during the construction process. The City will publicly bid the project to receive competitive pricing for the work in accordance with adopted purchasing policy.
Project Status
On November 10, 2015, the City Commission authorized the engineering services agreement with PEC for the Sunflower Road Waterline Improvements.
Project Funding
The project will be funded from the Department of Utilities bonded construction fund per Resolution 7107.
Action
