September 24, 2015 Minutes (City Commission Room)

Chair Wilbur called the meeting to order at 5:15 p.m.
1. Introductions.
Members introduced themselves.
2. Approval of the September 10, 2015 Minutes.
Norwood asked the draft minutes to be amended under item #3 to reflect the committee and staff response to her request on a wording change. Delaney moved to approve the CDAC meeting minutes as amended from September 10, 2015. Minor seconded the motion. The motion passed 6-1 with Koprince abstaining.
3. Approval of Revised Application Documents.
No additional changes were requested to the Application Documents. Delaney moved to approve the previously revised 2016 CDBG/HOME Application documents. Norwood seconded the motion. The motion passed 7-0.
Dresslar indicated the approved application documents would be provided to the public on October 1, 2015, with the completed applications due on December 1, 2015.
4. Calendar.
The next meeting of the CDAC will be on November 12, 2015 at 5:30 pm in the City Commission room. The meeting will focus on discussions with the Neighborhood Associations who currently received CDBG funding. Staff will send an email to the Neighborhood coordinators and presidents inviting them to the meeting and providing a description of the topics to be discussed.
5. Miscellaneous
Dresslar informed the committee this would be the last meeting for Norwood, Weller and Bush. There will be four openings for low-mod committee members. Delaney suggested this as an additional topic to discuss with the Neighborhood Associations at the November 12, 2015 meeting. Coker asked if there can be more than one committee member from the same low-mod neighborhood. Dresslar said no. Delaney asked if Staff could send the CDAC members a list of the low-mod neighborhoods. Dresslar said a map showing the low-mod neighborhoods would be sent the each committee member.
Wilbur asked as the Chair of the CDAC to thank Norwood and Weller for their years of service as committee members. Dresslar indicated Staff would also like to thank the expiring committee members for their service.
Norwood said she really appreciated working with the CDAC members and indicated in all the years she has served on the committee, this current board really seemed to work well together. She thanked Staff and indicated she does miss seeing Margene Swarts at the meetings. Norwood said she regrets she will not be on the board when Delaney becomes Chair, and thanked everyone for putting up with her.
Weller agreed with Norwood, and acknowledged the difficulty of public service and the hard decisions that had to be made by this committee.
6. Recess Meeting to conduct Public Hearing.
Wilbur moved to recess the CDAC meeting to conduct the Public Hearing. Delaney seconded the motion. The motion passed 7-0.
Dresslar explained the purpose of the twice yearly HUD mandatory Public Hearings. Wilbur asked if any committee members had any comments for the Public Hearing. No committee member comments were received. Wilbur asked if any members of the public had comments for the Public Hearing. Cindy Suenram spoke about the East Lawrence Neighborhood Association, and how provided funding is used to produce six neighborhood newsletters per year. She also spoke about the ELNA fundraising efforts, including the Neighborhood Block Party which will take place on Saturday September 26, 2015 and invited the CDAC members to attend.
With no other public comment, Wilbur moved to adjourn the Public Hearing and reconvene the regular CDAC meeting. Delaney seconded the motion. The motion passed 7-0.
7. Public Comment.
There was no public comment.
8. Adjourn.
Norwood moved to adjourn the September 24, 2015 meeting of the CDAC at 5:35 p.m. Weller seconded the motion. The motion passed 7-0.
