Project Description

The City budgets a yearly fund for the ongoing maintenance, repair, and, when necessary, replacement of existing sanitary sewer mains within the collection system.

 

Project Status/Details

Department of Utilities staff continuously evaluates the condition of the wastewater collection system as part of the regular maintenance program. The sewers in the project area have required significant maintenance efforts recently. Based on efforts to perform video inspection of the existing sewer running through the yard of 1501 Crescent Road, it has become apparent that the sanitary sewer lines are in a deteriorated state and require replacement.

 

The existing sewer lines running west from the intersection of Naismith Drive and Crescent Road are 6-inch diameter vitrified clay pipe and have been in service for over 60 years. These sewers do not meet the current minimum diameter criteria of 8-inches and are not suitable for rehabilitation using a CIPP liner system.

 

Staff has prepared a Request for Proposals for Design Phase Engineering Services related to the rehabilitation or replacement of up to 1,700 linear feet of sanitary sewer mains generally located south of Crescent Road and north of the University of Kansas’s Learned Hall as identified on the attached map. Actual project scopes, budgets and schedules will be determined as part of the requested engineering services.

 

Based on satisfactory performance, the selected engineer will be eligible to negotiate supplemental agreements for future sanitary sewer replacement/rehabilitation design and construction phase services when required by the City through 2017. Staff will determine actual project scopes, budgets and schedules on an as needed basis.

 

Project History:

On September 29, 2015, City Commission authorized staff to advertise a Request for Proposals for Design and Construction Phase Engineering Services.

 

On September 30, 2015, staff advertised the RFP via demand star online service and direct mailing.

 

On November 6, 2015, staff received proposals from eight (8) firms. Proposals were received from SK Design Group, BG Consultants, CFS Engineers, Professional Engineering Consultants, TREKK Design Group, George Butler Associates, Burns & McDonnell and Providence Infrastructure Consultants.

 

A review committee consisting of Department of Utilities staff evaluated the proposals. Respondents were evaluated in the following categories:

 

 

Utilities Department Staff is recommending the project be awarded to BG Consultants based on their successful history working with the department on projects with similar size and scope. The proposal from BG Consultants demonstrated a familiarity with the area, local issues and an ability to be on site quickly when required.

 

Project Funding

Design for the above referenced projects will be funded out of the 2015 Department of Utilities non-bonded construction fund.

Action

Authorize Staff to negotiate an Engineering Services Agreement with BG Consultants for Design and Construction Phase Engineering Services for Project UT1513 Sanitary Sewer Main Replacement Naismith Drive and Crescent Road.
