LMH Fiber sharing memorandum of understanding and addendums

 

Background

Part of the City’s fiber strategy has been to partner with other public anchor institutions on fiber projects for the ability to share costs, as we share the common need for improved communications and also share proximity of many facilities geographically.  The City has already partnered with other public anchors such as Douglas County, Kansas University, and USD-497 on several successful partnerships on fiber projects.  Lawrence Memorial Hospital (LMH) was one of the original identified public anchor institutions, and the City originally set aside six (6) fibers specifically for LMH’s use.  Recently the City has been working with LMH personnel designing their implementation strategy and projects have been identified and the partnership concept and proposed projects have been approved by the LMH Administration and is being submitted for your approval.  LMH desires to use 2015 budget funds for this project and has requested to complete the project using the City’s recent bid, B1507 for the 6th Street Fiber Project.  The contractor, K&W Underground has also agreed to complete the project at the bid prices.  As with projects with other public anchor institutions, the City will be reimbursed for the expenses by LMH.

 

LMH’s goals include connecting their Lawrence facilities to the main hospital, to connect to Kansas University, and lay the ground work for connecting to other regional hospitals and medical facilities.

 

Lawrence Memorial Hospital Fiber Partnership

As with previous public fiber partnerships a basic Memorandum of Understanding (MOU) agreement was created outlining the desire of both organizations to work together.  And as with previous fiber MOU’s, addendums are created for each project outlining each organizations resources and responsibilities.  Three addendums have been created for the LMH projects.

 

Addendum 1 is a project (Map: Exhibit A) that will install 288-strands of fiber from 6th & Maine, north to Woody Park located to the south of LMH at 325 Maine St., then west to 2nd & McDonald.  LMH will pay for the project, and the City will own and manage the 288-strands, with LMH having the right to use 48-strands in the fiber route described above.  This project will connect LMH to the six strands set aside on the City’s fiber network for LMH and allow LMH to connect to the 6th & Maine Surgery Center where LMH has several resources.  City personnel will supervise the installation in the City’s right-of-way and will be responsible for future locates.  This project will lay the groundwork for LMH to control their own network in Lawrence.      

 

Addendum 2 is a project (Map: Exhibit B) that will connect the LMH South Facility at 3500 Clinton Place near Clinton Parkway and Kasold to the strands set aside for LMH.  The City will own a short run of conduit in the City’s right-of-way and LMH will own the conduit going to their facility.

 

Addendum 3 is a project (Map: Exhibit C) that will connect the LMH West Facility at 4525 W. 6th St., near 6th & Folks Road to the strands set aside for LMH.  LMH will own the conduit going to their facility.

 

Staff Recommendation

LMH will cover the total cost for the project which is estimated to be $154,853.  This project will give the City additional fibers near the City’s Kaw Water Treatment Plant and will be used in the future to complete a fiber ring for the Kaw Plant to improve the City’s network and ability to operate the plant with connectivity redundancy.  Information Technology and the City’s Fiber Team recommend the approval of the MOU and addendums.

 

Action

Information Technology recommends the City Commission authorize the City Manager to sign the City of Lawrence / Lawrence Memorial Hospital MOU and addendum numbers 1, 2, and 3 with the City of Lawrence.
