Background
Located at 746 Kentucky, Fire Station No. 1 was constructed in 1950. The Station now houses Lawrence Douglas County Fire Medical personnel and equipment in the west wing, and the Douglas County Senior Center in the east portions of the building.
An existing building survey was performed in 2010, evaluating existing roofing, building envelope components, structural, mechanical, electrical, and plumbing systems. The proposed “Fire Station No. 1 Deferred Maintenance and Remodel Project” is a result of the findings and recommendations contain in this building survey.
The project has been on the department and city Capital Improvement Project list for several years. Funding for the design phase was included in year 2015 of the City’s Capital Improvement Plan, while funding for construction was included for year 2016.
Description
This Request for Qualifications is for architectural services to develop a condition report to include a building evaluation, existing system analysis, MEP evaluation, space needs assessment, design and construction documents for the restoration and remodel of Fire Station No.1 / Douglas County Senior Services, located at 746 Kentucky Street. Asbestos evaluation and removal are also included in the scope of service.
Construction of the restoration and remodel would be authorized separately by the City Commission at a later date.

County Participation
Participation from Douglas County for this project was previously requested and the County has budgeted funding for a portion of construction phase of this project, equivalent to the same percentage as our agreement for EMS services (25.64%). The County Administrator has indicated that the county would likely also support participating in the design services in the same percentage. The county will consider authorizing the Request for Qualifications at their meeting on December 9, 2015.
Action Requested
Staff requests the City Commission authorize a Request for Qualifications for architectural design services for the remodel of Fire Station No. 1, located at 746 Kentucky Street.
