RE:

Local Funding for University of Kansas Transportation Alternatives  Grant Application – Jayhawk Boulevard Streetscaping  Project

The local match of $50,000 for the Jayhawk Boulevard Streetscaping Project will be provided through KDOT funds. Annually KDOT provides funding to Kansas transit providers under K.S.A 75-5032 et seq., Coordinated Public Transportation Act. These capital funds are for the specific purpose of assisting in providing transportation services. Under this program KDOT awards funds to urban providers (population over 50,000) based on three performance measures. These measures include population, ridership, and revenue miles.

As part of our coordination efforts Lawrence Transit submits population, ridership, and revenue miles data that incorporate both Lawrence Transit and KU Transit data. The result of this coordinated effort is additional funding that is available for continued efforts in coordination. The 2015 allocation for Lawrence is $1,054,945. These funds are provided to, and maintained by, Lawrence Transit. As a regular practice the City and the University spend the majority of these funds on vehicles and capital items that benefit both entities.

In support of the Jayhawk Boulevard Streetscaping Project application, KU is requesting $50,000 of KDOT funds to use as the local match on the project. The use of these funds are eligible under the 2013 Memorandum of Understanding (MOU) between the City of Lawrence and the University. Under Part 11C (General Provisions/Funding) of the MOU  “Any state or federal funds generated as a result of increased ridership or other transit-related statistic shall be shared by the City and University.” It also states “The City and University may jointly expend funds for mutually beneficial projects.”
