Project History

 

Project History

On March 12, 2013, the City Commission authorized staff to advertise a Request for Proposals for Engineering Services for the Oread Water Storage Tanks and Booster Pump Station Replacement. 

 

On April 19, 2013, in response to the Request for Proposals, staff received a proposal from one (1) firm interested in the project. A proposal was received from HDR, Inc..

 

On May 7, 2013 the City Commission authorized Staff to negotiate an Engineering Services Agreement with HDR, Inc. for Engineering Services for Project UT1307 Oread Water Storage Tanks and Booster Pump Station Replacement.

 

May 2013 to December 2013 preliminary services with HDR, Inc. related to project scoping and coordinating site options with KU.

 

On January 7, 2014 City Commission authorized the City Manager to Execute an Engineering Services Agreement in the amount of $78,265.00 with HDR, Inc. for Engineering Services for Project UT1307 Oread Water Storage Tanks and Booster Pump Station Replacement.

 

The Final Preliminary Design Report and recommendations were delivered January 2015.

 

January 2015 to October 2015 ongoing discussions between the City and University of Kansas Endowment Association regarding the relocation of the Oread facilities to the University lot on the west side of Oread Avenue. Discussions included not only facility design and construction issues, but property transfer and planning related land use approval processes and requirements.

 


Project Status

Based on land use approval requirements, historic district impacts, and additional project costs both the relocation of all facilities to the west side of Oread Avenue, and the dual site option are not recommended.

 

The March 2013 City Commission memo related to the authorization to advertise the Request for Proposals indicated Staff would bring the item back before the City Commission for a decision on the site, authorization to negotiate land transfers with KU, and authorization to negotiate with HDR, Inc. for final design services based on the authorized site. At this time, since the existing site is the only recommended site, and no other site selections or property negotiations are presented for approval, Staff have brought a negotiated scope and fee with HDR, Inc. to the City Commission for approval.
