Project History
Due to age, reoccurring and increasing operational costs. City staff and our contracted maintenance provider have identified the need to upgrade the Building Automation System (BAS), and portions of the HVAC systems at City Hall. The current control system for these devices and equipment is no longer supported and is subject to failure.
The current 40 ton roof top units are at the end of their projected life cycle. These roof tops were installed around 1999. The average life cycle for this equipment is 15 years. Replacement of these roof tops will lower overall operational and energy cost as well as increases their reliability.
In addition, the city commission room has been subject to inadequate, uncontrolled and unpredictable conditions (humidity/lack of heat) due to the current HVAC configuration.
Project Description
The base bid for this project is for the installation of new Building Automation System (BAS). This software platform, in addition to City Hall, will also allow control of other locations to immediately include the Community Health facility and upon completion of the new Household Hazardous Waste (HHW) facility and other facilities as they are upgraded. This upgraded system will allow for annualized utility savings, as well as operational and maintenance cost savings. This upgrade will allow for more reliability and increased comfort level for the facility. There are three (3) additional alternates included in this RFP.

Project Funding
These items were identified in the CIP process as critical. The City Commission approved funding this project on August 4, 2014. The budget for this project is $395,000 and it is funded through general obligation bonds, Resolution No. 7080.
ACTION
Award City Bid No.B1544, Project No.PW1504 City Hall HVAC and Digital control upgrade to, Johnson Controls Inc., in the total amount of $276,275.00. For the Base Bid, Alternate 1, Alternate 2 and Alternate 3.
