RE:

Traffic Safety Commission, No Parking on Quail Creek Drive between Augusta Drive and 22nd Street.

Background

At the November 3, 2014 Traffic Safety Commission meeting, the Commission heard a request to establish No Parking along one side of Quail Creek Drive between Augusta Drive and 22nd Street. Quail Creek Drive is classified as a “local” street in a residential area and is paved approximately 26 feet wide. Parking is currently permitted along both sides of Quail Creek Drive.

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, one member of the public addressed the Commission concerning this item; it was noted that there is only an issue when there is an event at the Arterra Event Gallery, and then parking occurs on both sides of the street and it becomes a one-lane road and difficult to get through; in addition a number of emergency vehicles have had to negotiate the area. Commissioners noted that removing parking from the east side of the street would affect more spaces than removing it from the west side and questioned where the parking would go since there will still be a demand for parking. The Commission recommended, on a vote of 4-2 (one commissioner wanted information from the Fire/Medical Department; one commissioner felt it was a 24-hour solution to an occasional problem), to recommend establishing No Parking along the east side of Quail Creek Drive from Augusta Drive to the southerly drive to Quail Creek Apartments; in addition, it was requested that comments be obtained from the Fire/Medical Department. A response from the Fire/Medical Department stated that they would recommend allowing parking only on the east side of the street between 22nd Street and the northerly drive to Quail Creek Apartments. This will result in the reduction of approximately 18 on-street parking spaces; however, the Planning Department has noted that the Arterra property was platted as part of Parkway Plaza No. 4 and overflow parking can be accommodated in the adjacent shopping center.

Action Request

It is recommended that the City Commission concur with the recommendation of the Fire/Medical Department and establish No Parking along the west side of Quail Creek Drive between 22nd Street and the northerly drive to Quail Creek Apartments, if appropriate.
