Project Description
On November 18, 2014, Public Works staff was authorized to solicit qualifications and proposals for the reconstruction of Kasold Drive from Bob Billings Parkway to 6th Street, including the intersection of Kasold Drive and Harvard Drive (see attached map). The improvements will include removal and replacement of the existing pavement, sub-grade preparation, removal and replacement of existing curb and gutter, storm sewer, sidewalk removal and replacement, utility adjustments including the replacement of a 1967 waterline that is past its service life, and a shared use path and or bike lane to comply with the City's complete street policy. This project will also look at the feasibility of intersection improvements at Kasold Drive and Harvard Drive, including the possibility of a roundabout. A feasibility study to look at installation of a sidewalk on Kasold from 6th Street to Peterson Road will also be completed. Neighborhood participation will be important during the design process. The City has been awarded Federal-Aid Highway Safety Improvement Program (HSIP) funds that were applied for in 2014 for the intersection of Kasold Drive and Harvard Drive. If a roundabout is chosen for the intersection of Kasold Drive and Harvard Drive, HSIP (90% state/10% city match) would fund up to $400,000 of the project cost at the intersection ($400,000 state with $40,000 city match).
Consultant Selection Process
A six (6) member selection committee reviewed the Qualification Statements and selected three (3) firms (Bartlett & West, BG Consultants, and CFS Engineers) for in-person interviews. The committee members were: Chuck Soules, Public Works Director; David Cronin, City Engineer; David Woosley, Traffic Engineer; Nicholas Voss, Project Engineer; Andy Ensz, Utility Engineer; and Carolyn Crawford, Sunset Hill Neighborhood Vice President.
Firms were evaluated on the following criteria:

Based on a thorough evaluation using the above mentioned criteria, the selection committee is recommending that the city negotiate an Engineering Services Agreement with CFS Engineers.
Project Cost / Funding
The estimated design and construction cost is $5,000,000, and the project funding will consist of infrastructure sales tax and $400,000 in HSIP would also be available if a roundabout is chosen at the intersection of Kasold Drive and Harvard Road ($400,000 state/$40,000 city).

Action Request
Authorize staff to negotiate an agreement with CFS Engineers for engineering services for the Kasold Drive Reconstruction Project. The agreement will be presented at a later date to the City Commission for approval.
