Please include the following item on the City Commission Consent Agenda for consideration at the November 18th, 2014 meeting.
Project Description
The Haskell Rail-Trail project will improve the existing trail from a limestone screening surface to a 10' wide shared use path from 23rd Street to 29th Street. This project will add connectivity to the bicycle network by connecting the existing Burroughs Creek Rail-Trail to the proposed South Lawrence Trafficway shared use path.
On February 5, 2013, the City Commission approved staff to submit an application for Transportation Enhancement (TE) funding in 2013 for the resurfacing of Haskell Rail Trail. In June 2013, the City was notified by the Kansas Department of Transportation (KDOT) that the TE projects submitted by the City were authorized for TE funding. On November 18, 2013, the city commission authorized the Mayor to sign the City/State agreement for the Haskell Rail Trail project. This agreement states that the City would match twenty percent (20%) of the total project cost at an estimated cost of $43,768 out of a total estimated cost of $218,838. Plans were prepared in house and reviewed by KDOT.

This project would be funded by Reserve Funds
Project Schedule
The project will be constructed in the winter of 2014, and spring of 2015.
Bid Evaluation / Recommendation
The project was bid by KDOT on September 17, 2014. The low bid was accepted by KDOT and came in at $189,575.35 as shown in the summary table below. Based on this amount, city matching funds would be $39,900.
