Background
The Lawrence Police Department has recently noticed an increasing number of vehicles parking in bicycle lanes. While STO 12(a) may be cited in these circumstances, it requires officers to make additional notes concerning the nature of the specific violation.
The issue concerning bike lane parking was brought before the Bicycle Advisory Committee in May 2014 and the Traffic Safety Committee in October 2014, in which a majority of members from each voted to approve an ordinance addressing bicycle lane parking.
Staff Recommendation
It is recommended that STO 85(b) be amended to provide precise, on-point language prohibiting parking in marked bicycle lanes, except for momentary parking to pick up or discharge passengers. Ordinance 9041 reflects this recommended language.
Action Requested:
Adopt on first reading Ordinance No. 9041, amending STO 85(b) to include a prohibition against stopping, standing, or parking in marked bicycle lanes, if appropriate.
