Rental Expansion Questions from Vice-Mayor Amyx

 

The Vice Mayor requested a response to the following questions related to the rental licensing expansion issue:

 

1.       Was the trailer park condemnation in N. Lawrence included in the inspection number in the table on page two of the February 7, 2013 memo?  How many violations were noted for this case?

 

Response:  The table in the memo was intended to reflect data of inspections in non-RS districts to demonstrate the demand for enforcement outside of the rental program.  The data shows that 72% of complaint initiated cases are located in areas not regulated by the rental program.

 

The trailer park enforcement case was processed in 2012 and was a complaint-initiated case.  The case involved 19 trailers and inspections.  On the table in the memo, this project accounts for 19 of the 37 cases in 2012.   167 violations were observed as an outcome of these 19 inspections and led to condemning and ultimately redeveloping the property into new homes.  The trailers were not required to be regulated by the rental licensing program and were instead inspected via the complaint based system.

 

2.       How many properties have been regulated since inception in the current RS program and how many violations were found in those properties?

 

Response:  3,905 properties have been licensed under the current RS-based rental inspection program in the time period between 2002 and 2012.  A minimum of approximately 6,200 violations has been noted over same time period.

 

3.       For complaint driven inspections, can we derive any trends from the data?

 

Response:  The table in February memo noted 651 complaints in the non-RS district.  Staff did not have the time to geo-code these cases to a map to determine trend locations.
