RE:	31^st Street, Haskell Avenue to O’Connell Road funding,  City Project No. 18P07S

On September 18, 2013, KDOT received bids for the South Lawrence Trafficway and 31^st Street from Haskell Avenue to O’Connell Road.  The low bidder was Emery Sapp & Sons, Inc. from Columbia, Missouri.

31^st Street	$3,914,175.52

Project Scope:  Construction of 31^st Street, from Haskell Avenue to O’Connell Road, includes pavement, subgrade treatment, storm sewer, sidewalk and multiuse path, a round-a-bout at O’Connell, and watermain (see attached map). 

In May of 2012 the City and State entered into an agreement for a number of items related to the South Lawrence Trafficway (SLT) including relocating City streets of Louisiana Street, 31^st Street, Haskell Avenue, and signalization of Haskell interchange, multi-use path extension, and a number of other items including the construction of 31^st Street from Haskell to O’Connell.

The SLT project will construct about 1/3 of the proposed 31^st Street and acquired about ½ of the right-of-way that is needed for 31^st Street.  The City/State Agreement tied the SLT and 31^st Street projects.  KDOT also agreed to acquire all the right-of-way for 31^st Street on the City’s behalf. 

The agreement also provides that the City will pay to KDOT $2 million on January 2^nd of 2014 and 2015.

The City received an earmark of $800,000 in 2006 for engineering, right-of-way acquisition.  The study, and design costs were approximately $550,000, so this leaves approximately $250,000 for right-of-way acquisition. 

Resolution 7047 is in an amount of $4.6 million ($4,771,175 - $250,000 = approx. $4.6 million)

Action Request:  Adopt Resolution No. 7047, authorizing the issuance of bonds in the amount of $4.6 million for the construction of 31^st Street from Haskell Avenue to O’Connell Road; and

Authorize the Mayor to sign the Authority to Award Contract, commitment of City Funds for the 31^st Street project 23 U-2117-01 to Emery Sapp & Sons, Inc., City Project Number 18P07S.
