Project History
In April 2004, the city was awarded an Economic Development Grant from KDOT for consolidation of access points along 23rd Street from Iowa to Louisiana. Consolidation of access points improves traffic flow and safety. According to the city-state agreement, KDOT would pay 75% of actual construction costs up to a maximum of $500,000 while City costs would include engineering, right-of-way, utilities and 25% of construction costs.
The original project plan was to consolidate access points at some thirty different locations. Due to lack of participation by business/property owners, the original project never moved to the construction phase. Staff has been working to consolidate and reconfigure access driveways whenever opportunities arise, typically during redevelopment. Following are the six projects completed so far:

With the addition of new projects the original city/state agreement needs to be revised with a supplemental agreement. Supplemental Agreement No. 3 for the Orscheln turn lane project ($25,000) will need to be executed prior to a supplemental agreement that will include Whole Foods, Myers Liquor and Chipotle projects. Of the original $500,000 grant approximately $330,000 in state funds remain for future projects; approximately $50,000 will be used for 23rd & Iowa improvements at northeast corner with the 2014 intersection project.
Project Details - Myers Liquor and Jiffy Lube
The proposed development plan at Myers Liquor at the northwest corner of 23rd & Alabama includes the reconfiguration of the access to 23rd Street. Both the existing Myers Liquor driveway and east Jiffy Lube driveway on 23rd Street are being removed and reconstructed into one combined driveway (see attached site plan). The two property owners have executed a cross access easement agreement and a development agreement.
Project Details - Chipotle and Car Toyz
The proposed redevelopment plan at 1420 W. 23rd Street includes removal of the existing building and construction of a new Chipotle store. The existing driveway at 1420 W. 23rd Street and the driveway for Car Toyz will be removed and a new combined driveway will be constructed (see attached site plan). Both property owners have agreed to project and will execute development agreement.
Project Costs / Funding
KDOT has agreed to fund each project up to $30,000 (KDOT participation 75% and City participation of 25%). The property owner will be responsible for costs exceeding $30,000 on each project. A summary of the costs are as follows:

All project costs will be paid upfront by the property owner. After completion of the project, City will reimburse the property owner for actual costs and expenses up to a maximum amount of $30,000. Under the City/State agreement for the 23rd Street Access Management project, KDOT will then reimburse the City 75% of the total amount or $22,500 per project. The city share, a total of $15,000, will be funded with street maintenance funds.
Project Schedule
Site construction activities have begun at Myers Liquor. Reconstruction of the driveways will begin shortly and expected to be completed by end of summer. Construction on the Chipotle site is expected to begin in late July.
