RE:

Project PW1309 - 6th & George Williams Way Signal Improvements

Set bid date of July 16, 2013

Adopt Resolution 7027

Please include the following item on the City Commission Agenda for consideration at the July 2, 2013 meeting.

Project Description

The intersection of 6th & George Williams Way has been identified for signal improvements prior to an increase in development in the area.  Under existing conditions a traffic signal is already warranted at this location.  Approximately 3/4 mile north of the intersection is the proposed "Rock Chalk Park" development including a 180,000 square foot city recreation center and University of Kansas athletic complex including a track and field complex, soccer field and softball field.  The completion of the "Rock Chalk Park" is anticipated to increase commercial and residential development in the area north and south of 6th Street around George Williams Way.

The scope of the project is only for signal improvements at the intersection at this time.  The design will include pavement marking to open the second dedicated left-turn lanes for the east, west and north approaches that have already been constructed but are not currently utilized.  Crosswalks and sidewalk ramp construction will be provided for the east and west legs of the intersection.

Project Status

In February 2013 the City Commission approved the engineering services contract to complete plans for signalization of the 6th & George Williams Way intersection.  Plans are now complete and the necessary KDOT permits have been acquired.  Public Works staff has been working with KDOT to fund improvements of intersections on W. 6th St in coordination with the 6th and K-10 interchange improvements.  This is one of the projects that KDOT will reimburse the city through the highway 40 turn back agreement that the commission discussed June 18, 2013.  The reimbursement is up to $250,000 for the improvements at 6th & George Williams Way; costs of the project will be paid up front by the city with $250,000 in general obligation bonds from Resolution 7027.  Any costs exceeding $250,000 will be paid from the city's Capital Improvement Reserve Fund.
