Project BackgroundThe North Lawrence Drainage Study (NLDS) was received by the Lawrence City Commission in January 2006.  One of the recommendations of the NLDS was the upgrade of the pump station on Maple Street in North Lawrence.  It also detailed the upgrading of the storm sewer infrastructure both up and downstream of the pump station.  In November 2008 the community overwhelmingly supported a 0.3% sales tax for infrastructure improvements.  The City began collecting sales tax funds in April 2009.  The Maple Street Pump Station was specifically designated to use this revenue source.  In preparation for the construction of the pump station, the parcels adjacent to the existing pump station were purchased in July 2010.

 

In October 2012, Bartlett & West were hired to complete a preliminary engineering study (attached) to evaluate the proposed configuration and magnitude of stormwater improvements within the System 6 drainage area located in North Lawrence.  The preliminary engineering report will focus on refining the proposed concept presented in the HNTB report, which includes replacing the existing pump station with a larger pump station, and increasing the capacity of the drainage system. 

 

Project Description.  The existing pump station is a converted sanitary sewer lift station with a maximum capacity of approximately 38 cfs (cubic feet per second) and is grossly undersized for the amount of stormwater it handles.  The area designated as "System 6", in the NLDS, contains roughly 192 acres and experiences localized flooding during significant rainfall events (see Attachment A).  The parcels to construct both the pump station and the wet well have already been acquired (see Attachment B). The corresponding piping leading south from the pump station will include involvement from the US Army Corps of Engineers since it will pass through the Kansas River Levee.  The construction of this project will involve the temporary disruption of traffic in areas adjacent to storm sewer pipe installation.

 

 

 

Design Services.  A summary of the scope items is summarized below. 

 

Preliminary Design Phase (Field Check)

 

o   Survey from the system discharge at the Kansas River, over levee, and along 6th Street right-of-way to Lyon St.

o   Survey Lincoln St. from Lincoln Ct. to 7th St.

o   Survey 7th St. from Lincoln St. to Hickory St.

 

Final Design Phase (Office Check)

 

o   Title, Typical Sections, Plan and Profile Sheets, Site Plan, Pump Station Plan and Sections, Wet Well Plan and Sections, Pump and Discharge Piping Layout, Controls and Instrumentation Sheets, Structural Sheets, MEP Sheets, Details, Forcemain Plan and Profile, UPRR Crossing Plan and Profile, Traffic Control Sheets, and Cross Sections.

These estimates are very preliminary as there are many unknowns, especially the geology and water table.  The upstream collection system will be designed and can be bid as an alternate if we receive desirable bids.  This includes the storm sewer improvements along 6th from Maple to Lyon, along Lincoln from Lincoln Ct. to 7th St., and ditch grading along 7th from Lincoln to Hickory St.

 

Funding will come from the infrastructure sales tax. 

 

Project ScheduleThis project is planned to be bid next summer (2014) pending Corps and Railroad process and approval.

 

Action Request Authorize the City Manager to execute the Engineering Services Agreement for the Maple Street Pump Station with Bartlett & West in an amount of $399,370.00
