RE:

Cider Building Area Community Improvement District Amended Petition

Please place the following item on the June 4, 2013 City Commission agenda:

Receive amended petition for a Community Improvement District (CID) specifying special assessment funding to accommodate the removal of utility poles in the alleyway located between the 800 block of Pennsylvania Street and Delaware Street, in addition to undergrounding utilities along Pennsylvania Street.  Consider first reading of Ordinance 8871, amending Ordinance 8834, authorizing the creation of a Community Improvement District.

Background:

On February 5, 2013, the City received a petition to establish a Community Improvement District (CID) to utilize special assessments to fund underground utilities along Pennsylvania Street.  The petition was authorized on February 12, 2013 by the City Commission via Ordinance 8834.

The original CID petition specified $109,000 for the construction and burying of utilities along Pennsylvania Street from 8th to 9th Street.  It did not address removal of existing utility poles located in the alleyway between the 800 block of Pennsylvania Street and Delaware Street.  On May 21, 2013, the development team submitted an amended CID petition to include additional expenses for removal of utility poles in the alley, along with required underground conduit and utility junction boxes.  $150,000 is the new total for estimated expenses specified within the amended petition.

Requested Action:

The City Commission to receive the amended CID petition and consider first reading of Ordinance 8871 to establish a community improvement district to fund underground utilities along Pennsylvania Street and remove utility poles in the alleyway between the 800 block of Pennsylvania Street and Delaware Street.
