Authorize staff to negotiate an Engineering Services Agreement with TREKK Design Group, LLC for Project UT1305 - Rapid Inflow and Infiltration Reduction.
Project Description
The 2012 Wastewater Master Plan and Capital Improvements Program recommends the implementation of a Rapid Inflow and Infiltration (I/I) Reduction Program. The objective of the Rapid I/I Program is an overall 35% reduction of I/I within the shaded area shown in the attached map. These areas have the largest influence on the peak wet weather flows at the Kaw WWTP. Reducing I/I by 35% eliminates the need to construct projects that address system capacity deficiencies in the Burrough’s Creek interceptors and the need for wet weather treatment capacity expansion at the Kaw WWTP.
The Rapid I/I Program will study, rehabilitate, and monitor the public and private sanitary sewer systems in the identified area. The program will start with a Sanitary Sewer Evaluation Study (SSES) of the area. The SSES will provide a detailed analysis of the public and private systems and recommend rehabilitation methods to achieve the desired I/I reduction. The study will include a combination of activities including flow monitoring, smoke testing, tv inspections, manhole inspections, and building inspections.
Project History
On March 12, 2013, the City Commission authorized staff to advertise a Request for Proposals for Engineering Services for the Rapid Inflow and Infiltration Reduction Program.
On April 12, 2013, in response to the Request for Proposals, staff received proposals from three (3) firms interested in the project. Proposals were received from CH2MHILL, Inc., TREKK Design Group, LLC, and George Butler Associates, Inc.
A review committee consisting of staff from Utilities and Public Works evaluated the three proposals and held interviews with the three firms on May 6, 2013. At the completion of the interviews, staff unanimously selected TREKK Design Group. TREKK gave an excellent presentation that demonstrated an experienced staff committed to perform and manage all aspects of the work.
Each firm also provided a schedule of hourly rates with their proposal for reference. Hourly rates provided by TREKK were found to be consistent with rates provided by other respondents.
Project Funding
The project is included in the Department of Utilities 2013 Rate Plan and Capital Improvement Program.
Action Request
Authorize staff to negotiate an Engineering Services Agreement with TREKK Design Group, LLC for Project UT1305 - Rapid Inflow and Infiltration Reduction.
