2013 Public Works Construction Update

Pavement Maintenance Program

 

2013 Construction season is underway and project updates are below.

 

Iowa Reconstruction -Irving Hill Road to south of Harvard Rd.

 

Construction on Iowa got off to a relatively slow start with the March snow events, but the contractor was able to utilize stretches of good weather to complete the first half of Phase 1, southbound lanes from Bob Billings Parkway to the Irving Hill Road Bridge.  Traffic has been switched to the southbound lanes and the contractor will begin reconstruction of the adjacent northbound lanes.  Beginning May 20th the intersection of Iowa & BBP/15th St will be closed to turning traffic while the contractor reconstructs the intersection.  North/south traffic on Iowa will continue to be accommodated throughout the project.  Project completion date is November 16, 2013.

9th Street - Penn St. to Delaware St - Concrete Reconstruction

& Pennsylvania St. - 8th St to 9th St - Brick Street Reconstruction

 

Construction for project PW1220, Pennsylvania, 8th to 9th, Brick Street Reconstruction & 9th Street, Pennsylvania to Delaware, Concrete Reconstruction, started in March.  The pavement has been removed from 9th Street from Delaware to Pennsylvania and the intersection of 9th and Delaware Street.  The brick that has been exposed is in good condition and will be used as surface course of Pennsylvania Street.  The project is on schedule for a July 20th completion date.

23rd & O'Connell Signal Improvements

 

Construction for project PW1127, 23rd Street & O'Connell Rd Street and Storm Sewer Reconstruction is nearing completion.  The concrete approach, including stamped colored brick concrete, to the north has been completed and the eastbound left turn lane was installed.  Completion of the traffic signal system will occur in May.

Farmland Infrastructure

 

Construction on infrastructure at the former Farmland site began April 11th and is anticipated to be complete by November 26th.  The contractor is currently working on site grading for the 200 acre project.  Additional work will include the extension of O'Connell to the north and an east/west road from O'Connell to Greenway Circle in the East Hills Business Park.

Rock Chalk Park Infrastructure

 

Construction on infrastructure for Rock Chalk Park including street, storm sewer, waterline and parking lots will begin in May.  Current work activities under construction are for KU facilities and City pad area for future recreation building.

Pavement Management Program – General Background & Comprehensive Street Maintenance and 2013 Projects

 

In late October, 2005, Cycle One of the street pavement condition inventory for the City was completed, which involved a physical inventory and analysis of every street segment within the City of Lawrence.  Cycle Two was completed in late 2009 and by the end of 2013, Cycle Three will be completed.  This data is one of the support mechanisms for the City pavement management system.  The collection of databases includes a street pavement inventory as well as respective condition and maintenance work history.  Utilizing this information provides Public Works with a management tool that can strengthen our ability to identify budget needs and impacts associated with developing effective pavement preservation strategies to enhance our overall Comprehensive Street Maintenance Program (see attached 2013 Program Map and 2006 to 2012 comprehensive map).

 

Through proper balance and use of preventative maintenance techniques such as crack sealing, patching, and surface sealing with minor or major rehabilitations that include milling and overlay up to full reconstruction of an entire pavement segment (such as Iowa St), the City has been able to slow overall deterioration rates of City streets and steadily increase the overall pavement condition.  In 2013, we have multiple contracted maintenance projects that include:

 

2013 Microsurfacing Program – asphalt pavement patching followed by a microsurface seal; planned start May.

 

2013 Concrete Rehabilitation Program – full depth concrete pavement patching and replacement including some curb & gutter and imprinted crosswalks; planned start in May.

 

2013 Overlay Program Phase 1 – milling and overlay, patching, some curb & gutter, and concrete pavement; planned start in May.
