On April 16, 2013 the City of Lawrence opened proposals for the following:

Project Description
The roadway reconstruction project (PW1225) for Bob Billings Parkway from Kasold Drive to east of Crestline Drive will tie into an ongoing project reconstructing the intersection of Bob Billings Parkway and Iowa Street. The scope is to reconstruct the pavement, add dedicated left turn lanes at intersections, and add a 10 foot wide shared use path on the south side of the roadway.
The second project (UT1105DS) 2013 Watermain Relocation, involves replacing and relocating an existing waterline throughout this same corridor. Work on the waterline relocation and roadway will be done concurrently.
Traffic will be maintained with at least one lane eastbound and westbound throughout project, and access will be maintained to all adjacent properties. We will also insure coordination between the Iowa Street contractor and RD Johnson. Construction is anticipated to begin in May and the project has a completion date of August 16, 2013. These projects where bid together under City Bid No. B1321.
Project Funding
The UT1105DS 2013 Watermain Relocation Project was bid at $425,437.60 and is being funded from the Department of Utilities proposed Capital Improvement Projects budget.
The PW1225 Roadway Reconstruction Project was bid at $1,178,829.92 and is being funded with Infrastructure Sales Tax Funds. The total project bid was $1,604,267.52
Engineering design, preparation of roadway plans and construction documents were performed in-house by city staff. Waterline relocation plans were designed by Professional Engineering Consultants, P.A.
Action Request:
Award City Bid No. B1321: PW1225, Bob Billings Parkway, Kasold Drive to Crestline Drive (Eastbound Lanes); UT1105DS 2013 Watermain Relocation Program to R.D. Johnson Excavating Company, Inc. in the amount of $1,604,267.52 provided the contractor can meet the terms established in the contract documents.
