RE:

Agenda Item – Authorize the City Manager to issue a purchase order for pump rental to Lee Mathews during Kaw Water Treatment mechanical improvements – UT1202.

Please include the following item on the City Commission Agenda for consideration at the March 26, 2013 meeting:

Authorize the City Manager to approve a purchase order to Lee Mathews in the amount of $17,500 for pump rental during the Kaw Water Treatment Plant mechanical improvements of the traveling screen and valve replacement – UT1202.

Project Description

Utilities staff plan to complete the replacement of the Low Service Pump Station No.2 traveling debris screen and valves. During this project the pump station will be turned off for the duration of the project and therefore shut off the flow of raw water to the Kaw Water Treatment Plant. This project will precede the filter rehabilitation project at the Clinton Water Treatment Plant. Due to the time required to get the Kaw Water Treatment Plant operating after a significant down time such as this and the necessary timing of the Clinton Water Treatment Plant filter rehabilitation project, it is necessary to keep at least a minimum flow to the Kaw Water Treatment Plant for a quicker start-up. This will require the lease of a pump to maintain a minimum flow to the plant. It is critical that the Kaw Water Treatment screen rehabilitation project be completed prior to the start of the Clinton Water Treatment filter rehabilitation project.

Utilities staff received a quote of $17,500 from Lee Mathews for the pump rental. Lee Mathews provided the pump services during past plant shut-downs. They understand the specifications and logistics needed to complete this project in a timely manner. The time required to develop this understanding and prepare for the logistics by other suppliers did not meet the necessary schedule required to complete the Kaw Water Treatment Plant screen project without delay of the Clinton filter rehabilitation.

Project Funding

Funding for the project will be from the Department of Utilities 2013 operations and maintenance budget.
