Project Background:
Ø September 2010 the City took ownership of the former Farmland Industries nitrogen fertilizer production plant on Highway K-10 |
|
Ø 2011 the City began demolition of the abandoned structures on the site removing over 1600 tons of scrap metals |
|
Ø February 2012 the City contracted with Bartlett & West Engineers to develop a masterplan and infrastructure plans for the future industrial land use of the property |
|
Ø May 2012 the City held meetings with neighbors and businesses to discuss the concept plan |
|
Ø December 18, 2012 the City Commission approved the final plat |
|
Ø December 11, 2012 the City Commission awarded the intersection improvements at O’Connell and K-10 including signalization and turn lanes into the Farmland site |

Ø Plat filed January 31, 2013 |

Ø City Commission approved Resolution No. 7011 and Resolution No. 7012 establishing March 5th for the public hearing on the Benefit District for infrastructure
Ø March 5, 2013 City Commission approves Resolution 7015 and 7016 establishing the Benefit District and Agreement to defer specials with Douglas County
Ø Infrastructure Bid March 19, 2013

Project Details:
The improvements include the infrastructure for the Farmland Property (see attached map):
Streets – 10” concrete pavement, curb and gutter, storm sewer, sidewalks on both sides, bike lanes, and fiber conduit |
Water – 12” looped water main, hydrants and valves |
Proposed improvement district includes:
Streets and water – all property within the Farmland plat |
Method of Assessment:
Is based on the proportionate share of square footage of each tract.
Apportionment of Costs:
100% paid by the Benefit District and 0% paid by City at Large.
Bids:
Seven bids were received for the street and water improvements. The base bid also includes grading for Block A (lots on west side), and Block B (lots between East and West Road and K-10).
Alternate 1 includes the grading in Block C, Lots 2, 3, and 5.
Alternate 2 includes the grading in Block C, Lots 1, 6, 7, and 8.
Attached are the bid tabs. R. D. Johnson Excavating Co., Inc. is the low base bid at $4,293,827.40. Staff would also recommend awarding Alternate 1 in an amount of $690,728.63.
Bids have been received for the sanitary sewer main and are being reviewed for award at a future Commission Meeting.
Action Request:
Award City Bid No. B1309, Project No. PW1224, Former Farmland Property, Street, Storm Sewer, and Waterline Construction to R.D. Johnson Excavating Co., Inc., in the amount of $4,293,827.40, and award Alternate 1 in the amount of $690,728.63.
