Electrical Code Board of Appeals, Regular Meeting

Minutes

Meeting was brought to order at 12:04 pm, by Myers. King made a motion to accept the minutes of October 29th, 2012 meeting, Lisher seconded the motion; the motion passed unanimously.

 

Correspondence  

No correspondence had been received since last meeting.

 

Unfinished Business

The Board had been unable to form a quorum on the 14th of November to decide two issues.  A teleconference had been suggested by the Staff’s Manager to expedite the process of submitting the complete documents to legal. 

 

The Board addressed the first item 404.2c.  Some concerns were the increased costs of wiring installed in residential applications.  Concerns were also expressed to the commercial sector.  Windisch thought the concerns for the commercial sector were unfounded based on compliance with the energy code. 

 

The focus returned to the residential segment and those costs.  Staff was concerned with not only costs but enforcement of the exceptions in this article.  Staff presented an amendment to be placed in the IRC to allow the placement of the grounded conductor in at least one switch box of a multiple switched lighting load. 

 

Lisher made a motion to place into the IRC the proposed amendment, Windisch seconded the motion; motion passed unanimously.

 

Staff questioned the Board on the exceptions to this article and if they had any feelings about them.  Staff thought with the exceptions left in the Code there could be some question when someone finishes the basement and doesn’t install the conductors.  He thought too many basement finishes happen without proper permits.  Myers also echoed that with I joists the basement ceiling would have to be sheet-rocked with the new Code. 

 

Windisch made a motion to strike the exceptions to 404.2c from the IRC and the NEC, Lisher seconded the motion; motion passed unanimously.

 

The Board addressed the second item, 645.10.  Myers had first brought the subject to the Board’s attention and asked for some comments.  Windisch didn’t think it would be of too much concern after he had read it over a second time.  Staff agreed that once he read it thoroughly, the idea was really to allow some leeway in placement of the emergency disconnecting means for technology rooms.  It appeared to him that the location had caused some accidental shut-offs and concern among the group that lobbied for the change.

 

Windisch made a motion to leave 645.10 as written, Lisher seconded the motion; motion passed unanimously.

 

Windisch asked if the Board would meet in December or not.  Staff thought it may not be necessary.  Windisch suggested the next meeting date as January 9th, 2013. 

 

The Board agreed to stick to a January 9th, 2013 meeting date unless notified otherwise.  Well wishes for the upcoming holiday season were exchanged.

Lisher made a motion to adjourn, seconded by King; motion passed unanimously and the meeting was adjourned at 12:24 pm.
