RE:

Mural Request from KT Walsh regarding the Poehler Building

Please place the following item on the City Commission consent agenda for consideration at their January 22 meeting:

Approve Sign Permit for Mural Installation on the non-masonry portion of the north side of the Poehler Building, at 8th and Delaware Streets.

Project Background

The request for this project was submitted to the Department of Planning and Development Services in early December 2012. The request is from KT Walsh, who has been commissioned for a mural on the Poehler Building.   She plans a mural under the archway on the north side of the building.  Importantly, the mural would be on a new wall, and not affect any of the masonry on the historic structure.

Lynne Zollner, the Historic Resources Administrator is written a staff report and approved the sign permit administratively.  The administrative decision will be confirmed by the Historic Resources Commission at its upcoming meeting on January 17, 2013.

The City regulates murals as part of the sign regulations.  The process calls for the review by the Lawrence Cultural Arts Commission, in accordance with criteria set forth by the Cultural Arts Commission, and then approval by the City Commission.

Project Status.

The Lawrence Cultural Arts Commission reviewed the proposed mural at its December 12, 2012 meeting.  The Lawrence Cultural Arts Commission voted unanimously to recommend that the City Commission approve the sign permit and the mural.

Action Requested.  The Lawrence Arts Cultural Commission recommends that the City Commission approve the proposed mural and sign permit, as requested, assuming HRC approval on January 17, 2012.
