FY 2014 KLINK project; South Iowa Street (US-59), 29th Street to south city limits

Sign City-State Agreement

 

Background

The “KLINK” (Kansas connecting links) resurfacing program of the Kansas Department of Transportation is intended to assist the local governments with the maintenance and upkeep of the City Connecting Links of the State Highway System (6th Street/US 40, Iowa/US 59, North 2nd/ US 40/US 59, and 23rd Street/K-10) in Lawrence. While the City can expand the scope of a KLINK funded project to include geometric or other major improvements (e.g. widening to provide turn lanes, curb repair, sidewalks, bike paths/lanes, traffic signal improvements etc.), the state funds are to be used only for maintenance of the roadway consisting of various surface treatment measures (e.g. mill and overlay, patching, joint repairs etc.). Under the KLINK program, the city has received $200,000 per year over the past seven years.

 

KDOT contributes 50% of all “eligible” cost of construction and construction inspection services, up to a maximum amount of $200,000. Costs related to maintenance or surface treatment measures (such as mill and overlay, patching, joint repair etc.) are considered eligible. The city is responsible for the balance of all eligible costs plus 100% of all non-eligible costs, i.e. costs of geometric improvements or other major improvements of the roadway.

 

The city is also responsible for 100% of the cost of engineering design services; typically, city staff provides the engineering design services and prepares the construction plans and specifications. Construction inspection is also provided by city staff. Following is a brief history of recent KLINK projects in Lawrence.

Project Details / Cost

The proposed KLINK project (see attached map), south Iowa Street from 29th Street to south city limits, would consist of: mill and overlay, concrete joint repair, curb repair, and full depth patching where needed. This section of south Iowa Street was last milled and overlaid in 2003 under the KLINK program and since has been cracked sealed. Pavement Condition Index (PCI) along this stretch of Iowa Street was rated as low as 61 in 2010 and pavement condition has deteriorated since then.

City funds for this project will come from a General Obligation (GO) Bond (Resolution 6978, passed by the Commission July 17, 2012).

 

As part of the requirements of KLINK funding, the city and KDOT will have to sign an agreement (attached with this memo) outlining the terms and conditions including rights and responsibilities of both parties.

Anticipated Start Date: May 21, 2013

Project Completion Date: August 16, 2013.
