RE:	Project PW1012 - Iowa Street, Harvard Road to  Irving Hill Road Additional Engineering Design Services

Please include the following item on the City Commission Agenda for consideration at the April 17, 2012 meeting.

Project Description

Bartlett and West Engineers are currently designing plans for the complete reconstruction of Iowa Street from approximately 200' south of Iowa to the Irving Hill overpass.  The improvements will include:

• Two lanes northbound and two lanes southbound, 11' wide
• Center turn lane, 12' wide
• 6' sidewalk on west side
• 6’ sidewalk on the east side from Harvard to University, and from 15^th St. to the Irving Hill overpass
• Intersection improvements at Bob Billings Parkway (15^th Street) to include dedicated right turn lanes in all directions, dual left turn lanes on north and southbound Iowa
• Project limits on Bob Billings Parkway west approximately 600’, including a 10’ sidewalk
• BBP/15^th Street east of Iowa will be milled and overlaid
• Full depth pavement removal and replacement, curb and gutter, subgrade preparation, storm sewer and drainage improvements

Additional Improvements and Design Costs.

On March 9, 2012 the University of Kansas offered to fund construction of two improvements to the project: 1. Extending the second (southernmost) eastbound lane of 15th Street to Engel Road and 2. Extending the 10' wide shared-use path on the south side of Bob Billings Parkway from the current west end of the project (700' west of Iowa) to Crestline Drive.  The estimated construction cost of these improvements are $135,780 and $75,000, respectively.  The lane extension will be become a right turn only lane onto Engel Road and will improve the function of the 15th & Iowa intersection.  The shared-use path extension will provide a continuous pathway from Iowa Street to Crestline Drive.

The proposed engineering design fee for Bartlett & West to prepare plans for the additional work is $15,800.  The additional design fee is appropriate for the scope and services Bartlett & West has submitted to complete the work and the city will fund the cost for additional design services.

Authorize City Manager to execute an Additional Engineering Services Agreement with Bartlett & West for Design Services for additional lane on 15th Street east of Iowa and shared-use path from west project limits to Crestline Drive.
