RE:

13 December 2011 City Commission Agenda Item

YIELD signs; Crestline Drive & Moundview Drive

Background

On November 7, 2011, the Traffic Safety Commission heard a request to establish YIELD signs on Moundview Drive at Crestline Drive.  Both streets are classified as “local” streets; however, Crestline Drive is a through street from 6th Street to Bob Billings Parkway and is classified as a “collector” street south of 9th Street.  Although there have not been any reported crashes at the intersection during the past three (3) years, this is the only uncontrolled 4-way intersection in the area.  The Manual on Uniform Traffic Control Devices (MUTCD) states that “YIELD signs may be installed on the approaches to a through street or highway where conditions are such that a full stop is not always required.”  The Sunset Hill Neighborhood Association initially request STOP signs; however, the intersection does not meet the MUTCD requirements for STOP and the neighborhood fully supports YIELD signs.

Traffic Safety Commission Action

At the Traffic Safety Commission meeting, no one appeared and spoke either in favor of or opposed to the request.  A motion to deny the request failed for lack of a second.  A motion to recommend approval of the request carried, 7-1, with one member opposed due to lack of reported crashes.

Action Request

It is recommended that the City Commission concur with the recommendation of the Traffic Safety Commission, if appropriate.
