Please include the following item on the City Commission Agenda for consideration at the December 06, 2011 meeting:

Authorize the City Manager to execute Supplemental Agreement No. 7 to the current engineering services agreement with BG Consultants in the amount of $64,751.50 for design and construction phase engineering services for project UT1104DS, Wimbledon Drive Watermain Replacement.

 

Consistent with the City Commission’s direction during the 2011 Budget Sessions, Department of Utilities Staff continue to monitor and control expenses in relation to actual revenues. As these are evaluated, sources of Capital Project Funding are being identified to carry out the City Commission’s stated goal of executing priority Capital Projects even in the current economic climate. The reasons for executing this project are outlined in the memo below.

 

Project Description:

Replacement of approximately 3,000 feet of existing 8” watermain along Wimbledon Drive from Inverness Drive to Crossgate Drive as shown on the attached exhibit. The existing watermain along Wimbledon Drive is ductile iron and was installed in 1982. The existing watermain has failed numerous times due to the highly corrosive soils present in this area coupled with the fact that the watermain was installed without protective measures against corrosion.

 


Project Details:

Staff have negotiated a scope and fee in the amount of $64,751.50 for the required engineering services. The fee consists of $53,166.00 for survey and design tasks, $11,448.00 for construction phase services and $137.50 in reimbursable expenses. Department of Utilities Staff will provide the day to day construction observation/inspection services.

 

The table below reflects the proposed fee components in relation to construction cost estimates derived utilizing the bid averages for items from the recent Kentucky Street project and other regional data.

Some of the conditions that make the design and construction of this project unique and more complex than average include:

 

·         Construction entirely within a fully developed environment requiring that water service and vehicular access to the neighborhood be maintained along a 2,000 foot long cul-de-sac during construction for domestic and emergency services.

·         The necessary construction methodology of pipe bursting will require the development of project specifications for the installation of fusible PVC.

·         Management of temporary water service during numerous construction phases.

 

Staff anticipate completing the design phase and having the project ready to bid in early 2012 for construction during Spring of 2012 in order to accommodate the completion of the mill and overlay of Wimbledon Drive in early Summer 2012.

 

Project Funding:

Funding for this project is from the remaining 2009 bond proceeds from the Build America Bonds. Per the terms of the Bond, these funds must be expended prior to August of 2012 to maintain their non-taxable status

Action Request:

Authorize the City Manager to execute Supplemental Agreement No. 7 to the current engineering services agreement with BG Consultants in the amount of $64,751.50 for design and construction phase engineering services for project UT1104DS, Wimbledon Drive Watermain Replacement.
