2011 Downtown LED Lighting Replacement November 8, 2011 Agenda Item – Award Contract

Please include the following item on the City Commission consent agenda for consideration at the November 8, 2011 meeting:
Project Description. LED lighting will be installed in downtown Lawrence replacing mercury vapor and high pressure sodium lighting. The City of Lawrence could realize a savings of 40 to 50 percent on energy usage. This will complete the Massachusetts LED lighting upgrade.
Project History. In 2009 the City of Lawrence applied for and was awarded $858,600 through the Energy Efficiency and Conservation Block Grant program (EECBG). The EECBG is funded through the American Recovery and Reinvestment Act of 2009 (ARRA) and is designed primarily to assist local and regional governments in promoting more efficient use of energy and conservation measures.
A total of $153,705 in grant funds remain unspent at this time. Staff has confirmed with the supplier of the LED lights that they will honor earlier pricing through the end of this year and we could purchase approximately 100 additional lights to complete the Massachusetts portion of the downtown streetlight project. Staff has also confirmed with the Department of Energy, representatives responsible for administering the EECBG grant, that reallocation to an existing project would be an acceptable amendment to the grant funding. On October 25, 2011 the commission adopted Resolution No. 6955, amending Resolution No. 6919 and reallocating the expenditure of the remaining $153,705 of the Energy Efficiency and Conservation Block Grant (EECBG) funds to the downtown streetlight project.
Project Details. The original project replaced approximately 115 light fixtures: 37 in the 1000 block, 39 in 900 block, and 39 in the 800 block of Massachusetts. The reallocation of $153,705 enables the Massachusetts lighting upgrade to be complete in the 800 and 700 block of Massachusetts. For additional cost savings Public Works staff will be installing the fixtures. Installation will be completed by winter 2011 or as weather allows.
The City did an extensive product comparison in 2010. Different fixtures were evaluated and actual trail installations were used to determine a specific LED light to be used by the City of Lawrence. This was based on product reviews, serviceability, warranty, and product adaptability. The Hadco fixture has been used in several developments and is currently used to replace failed downtown lighting.
Project Funding. ARRA American Recovery and Reinvestment Act of 2009.
Action Request. Approve purchase of additional LED lighting from Stanion Wholesale for $153,705. Stanion Electric is sole source for the specified lighting. Delivery is approximately 6 weeks after the order is approved.
