Project Description/Details.

 

W 14th St – University of Kansas and City of Lawrence representatives were recently contacted by a citizen concerned with road hazards on W 14th St from Tennessee St to Jayhawk Blvd.  This segment is maintained by the City from Tennessee to the alley west of Ohio and KU maintains the remainder to Jayhawk Blvd.  City Staff met with KU and evaluated the current street conditions.  KU made a determination to pursue milling and overlay of their portion of W 14th.  City Staff is planning to participate and recommends milling and overlay.  The work is currently planned to occur over the KU Fall Break (Oct. 8 to 11, 2011).  The construction costs for the KU portion (estimated not to exceed $25,000) have been arranged directly with the contractor.  The City’s portion (estimated not to exceed $25,000) would be performed through the current 2011 Overlay Phase 2 contract.

 

Iowa St – Iowa St from Yale to Irving Hill Overpass had an emergency mill and overlay performed in March 2010 as a result of the significant 2009/10 winter impacts.  Currently this segment of Iowa is planned for a full reconstruction in 2013.  A majority of the recent repairs are holding together.  However, significant pavement deformation and other distresses have become apparent in the northbound lanes of Iowa from Bob Billings Parkway/ W 15th St to approximately 500 feet south towards Irving Hill Overpass.  City Staff recommends the inclusion of the milling and overlay of this two-lane 500 foot portion of Iowa with the 2011 Overlay Phase 2 contract in the estimated amount not to exceed $25,000.

 

Project History.  Currently, all of the 2011 projects have been awarded, some have been completed, and the rest will be completed in the coming month(s).  The 2011 Overlay Program Phase 2 was awarded to R.D. Johnson Excavating Co., Inc. on June 14, 2011 with an expected completion in the coming month(s).  This curb and gutter and milling and overlay project includes City residential and arterial streets.

 

Project Funding.  The current contract, $1,342,533.37, is utilizing general fund and sales tax funding sources.

 

Action Request.  Authorize spending authority from the infrastructure sales tax in the amount not to exceed $50,000 to the 2011 Overlay Program Phase 2.
