RE:                  Kansas Fiber Networks, LLC

Kansas Fiber Networks, LLC, wishes to place fiber optic cable within the City’s right of way from the East Turnpike Exit to the 700 block of Vermont Street and from there to the West Turnpike Exit, approximately 5 miles. City Staff and Kansas Fiber Networks, LLC, have negotiated a right of way License Agreement at the yearly cost of $2,500.00 per mile, or $12,500.00 per year. Kansas Fiber Networks, LLC, provides a long distance network to residents of rural Kansas and does not have clients in Lawrence. If Kansas Fiber Networks, LLC, obtains clients in Lawrence, then it agrees to convert the License Agreement to a Contract Franchise.

Action Requested: Staff requests the City Commission to authorize the City Manager to execute a License Agreement with Kansas Fiber Networks, LLC, permitting Kansas Fiber Network, LLC, to place fiber optic cable in the City’s rights of way at an annual cost of $12,500.00.
