RE:

Clyde Barrow Re-enactment on September 30, 2011

The Olivia Collection d/b/a the Eldridge Hotel, has requested a Temporary Use of Public Right-of-Way Permit for a re-enactment of Clyde Barrow’s robbery of the bank formerly located at the Teller’s Restaurant location (746 Massachusetts Street) on Friday, September 30, 2011.

The event would consist of a pre-party at The Eldridge (see attached letter for details) where the bank robbers allegedly stayed while staking out the bank, then actors would walk from The Eldridge to Teller’s where the bank robbery would be re-enacted at around 6:30 p.m. A golf cart with a camera crew and signage identifying the event would lead the actors on the walk, and the sidewalks outside Teller’s would have signage (likely sandwich boards) identifying when the re-enactment will take place. A getaway car will be parked on Massachusetts Street outside Teller’s, and after the staged bank robbery the actors will run out of the restaurant and get in the car. Police will stop traffic in all directions to allow the car to pull out and leave, however, the car will obey all traffic laws after that point and will not require any police escort.

The signage outside Teller’s and the golf cart escort for the actors will alert the public to the staged event, lest anyone think an actual bank robbery or disturbance is underway. The actors will be carrying fake guns when they exit Teller’s but no guns will be fired. Teller’s will also have speakers in their sidewalk dining area broadcasting the re-enactment to spectators waiting on the sidewalk outside the building.

ACTION:      Approve a Temporary Use of Public Right-of-Way Permit for the use of sidewalks and three parking stalls on the 700 block of Massachusetts Street on Friday, September 30 from 12:00 p.m. – 7:00 p.m. for a re-enactment of Clyde Barrow’s robbery of the bank formerly located at 746 Massachusetts Street.
