September 06, 2011 Agenda Item – Authorize the City Manager to execute an Engineering Services Agreement in the amount of $16,150.00 with Bartlett & West Engineers.

 

Please include the following item on the City Commission Agenda for consideration at the September 06, 2011 meeting:

Authorize the City Manager to execute an Engineering Services Agreement in the amount of $16,150.00 with Bartlett & West Engineers for design phase engineering services for the Bob Billings Parkway Waterline Realignment required as part of project PW1012 -  Reconstruction of Iowa Street, from 200 feet South of Harvard to Irving Hill Overpass.

 

Consistent with the City Commission’s direction during the 2011 Budget Sessions, Department of Utilities Staff continue to monitor and control expenses in relation to actual revenues. As these are evaluated, sources of Project Funding are being identified to carry out the City Commission’s stated goal of executing priority Capital Projects even in the current economic climate. The reasons for executing this project are outlined in the memo below.

 

Project Description:

This project will involve the design for the relocation of approximately 1,100 feet of existing 10” waterline along the south right-of-way line of Bob Billings Parkway and the design for approximately 400 feet of new 8” waterline along the north right-of-way line of Bob Billings Parkway as shown on the attached exhibit.

 

Project Details:

The relocation of the existing facilities is required as part of the reconstruction of Iowa Street from Harvard Road to the Irving Hill Overpass. The project will be designed to include all items of work discussed in the project description; however, Department of Utilities Operational staff may complete construction of portions of the designed waterline improvements pending available operating budget and workload. Final plans and specifications generated for bidding and construction will include only those portions of work not completed by City staff.

 

Project Status:

Department of Utilities Staff have negotiated a scope and fee proposal for design phase engineering services from Bartlett & West Engineers, the engineering firm retained for the Iowa Street Reconstruction Project. Based on their engagement for the street design and required project coordination, Bartlett & West was selected as a sole source vendor for the engineering design of the waterline improvements.

 

Project Funding:

Funding for design and construction costs will be allocated from the 2011 Department of Utilities non-bonded construction fund.

 

Action Requested:

Authorize the City Manager to execute an Engineering Services Agreement in the amount of $16,150.00 with Bartlett & West Engineers for design phase engineering services for the Bob Billings Parkway Waterline Realignment required as part of project PW1012 -  Reconstruction of Iowa Street, from 200 feet South of Harvard to Irving Hill Overpass.
